Forthcoming in Kyklos ARMS AND THE MAN: WORLD WAR I AND THE RISE OF THE WELFARE STATE

چکیده
Neither democracy nor globalization alone can explain the doubling of the peacetime public share in many Western countries between World Wars I and II. Here we examine two other explanations that are consistent with the timing of the observed changes, namely, (1) a shift in the demand for public goods and (2) the effect of war on the willingness to share. We first model each of these approaches as a contingency-learning phenomenon within Schelling’s Multi-Person Dilemma. We then derive verifiable propositions from each hypothesis. National time series of public spending as a share of GNP reveal no unit root but a break in trend, a result shown to favor explanation (2) over (1). JEL Code: H5

متن کاملChanging Structure of the Arms Trade: a Social Network Analysis
The global arms trade should be understood not as a market but as a network, one that shares some important properties with networked forms of organization studied by sociologists. I make this argument and then employ quantitative methods developed for social network analysis in an effort to describe the evolving structure of the arms trade network since the end of World War II. That structure ...

Security policy has traditionally focused on the threat of deliberate aggression with a clarity and emotional intensity that presumably derives from the far recesses of time. For most of history, it was appropriate to be primarily concerned with intentional aggression since the destruction human beings could inflict on one another had to be consciously organized if it was to occur on a major sc...
